Preliminary Evaluation

Project Conformity to CDM and Egyptian Rules

Prior to addressing more complex questions related to PDD preparation, the operational approval procedures for CDM project will undertake a Preliminary Evaluation, meant to address two crucial questions, relevant to CDM:

  • Projects result in real, measurable, and long-term emissions reductions that are additional to what would have occurred under a base-line situation; and

  • Projects result in sustainable development benefits for Egypt.

 

This Step is important as it provides for a quick feed-back from the Council on the projects, and helps the project proponents to decide immediately whether it would be relevant to continue the project preparation process until PDD submission, or not, and thus to avoid wasting significant resources for projects that might, at the end, reveal unacceptable as CDM projects.

 

To allow for expedited procedures, the EC-CDM will deliver within two weeks, either a “Note of Interest” to the project holder to continue the development of the project, or a negative response.  The approved profile will be the basis for the formulation of the CDM project, in accordance with modalities and procedures approved by the COP and/or COP/MOP.

 

The Preliminary Evaluation to be undertaken by the EB-CDM will include the following steps:

  1. Examine twhe documentation submitted by the project proponents and check that the project meets the Egyptian CDM requirements.  For this purpose, a Project Profile should be transmitted to the EB-CDM. 

  1. On the basis of the PP, and if required after discussions with the project proponents, check that the project is eligible to the CDM.

  1. Check that the project is in conformity with the Sustainable Development Criteria

Project Conformity to Sustainable Development Criteria

The contribution of any CDM project to Sustainable Development must be determined within a national context, in keeping with national development goals, constraints, and natural resource endowments.

 

Setting clear eligibility and selection criteria, encouraging experimentation with new project concepts are all important if the CDM is to be effective as tool for sustainable development and reducing GHG emissions. Possible sustainable development criteria include:

 

In its National Environmental Action Plan (NEAP), Egypt has formalized its criteria regarding sustainable development. These criteria are also addressed in Egypt’s National Strategy Study on the CDM and other policy documents. They provide CDM screening criteria regarding sustainable development indicators.

 

Sustainable development entails a pattern of growth in which economic, social, as well as environmental conditions are equally considered and carefully balanced, leading to living standards for future generations which are no worse off, if not better, than present ones. In this respect, environmental protection and a balanced use of natural resources must constitute an integral part of the development process. In Egypt, as the available natural resources must support a rapidly increasing population, sound management of such resources, together with a continuous improvement of the protection of the environment are an evident necessity.

 

The application of Sustainable Development indicators to CDM project evaluation is a tool for checking how the CDM potentiality can be used to create synergies with Egyptian development objectives.

 

The first step is an effort to assess the Sustainable Development impacts of CDM projects is for Egypt to define and select specific aspects of and goals related to Sustainable Development that are considered to be important.

 

Egypt Strategy for CDM stipulates that the CDM project should, basically, satisfy, collectively or solely, Environmental, Social and Economic criteria, as categorized in Box 3, for achieving Sustainable Development.

 

As a starting point, the approval process by the EC-CDM will apply the list of criteria suggested by the Egypt Strategy for CDM to assess the contribution of applicant projects to Sustainable Development.  Later-on, and to allow for rigorous and expedited assessment across Sustainable Development criteria, the evaluation approach will be refined and better formalized.

In-depth Evaluation

After receiving the “Note of Interest” from the EB-CDM, the project proponent must prepare a Project Design Document (PDD). The PDD is used to describe the project activity in a standard format and is the basis for CDM project validation and registration. All PDDs shall be completed in English, the working language of the CDM Executive Board, and based on the official PDD templates approved by the Executive Board (EB) of the CDM. The PDD template sets out the information to be included in each section.  Both PDD Templates for Full-size and Small-scale projects can be downloaded from:

The PDD must be submitted to the EB-CDM, before final submission to the Designated Operational Entity (DOE) contracted by the project proponent for validation and subsequent registry by the Executive Board of the CDM.

 

The National Approval Notification will confirm that the project has the national approval for the voluntary participation of Egypt in the CDM activity, and will certify that the project activities contribute to the sustainable development of the country. The letter will be required by the DOE for validation of the project and subsequent registration by the Executive Board of the CDM.

Accepted Projects

The following 29 projects have been accepted and Letters of No Objection have been issued:

  1. Zafarana 120 MW Wind Power Plant Project, proposed and hosted by Ministry of Electricity & Energy and funded by Japan Bank for International Cooperation (JIBC).

  2. N2O Abatment Project at Abu Qir Fertilizer Company (AFC), hosted by Abu Qir Fertilizer Company and proposed and funded by CARBON Projektentwicklung GmbH, Austria (Letters of No Objection).

  3. Naga Hammadi Barrage Hydropower Project, proposed and hosted by Ministry of Electricity & Energy and funded by Kreditanstalt fur Wiederaufbau (KfW).

  4. Damietta Barrage Small Hydropower Project, proposed and hosted by Ministry of Electricity & Energy and funded by Kreditanstalt fur Wiederaufbau (KfW).

  5. Assiut Barrage Hydropower Project, proposed and hosted by Ministry of Electricity & Energy and funded by Kreditanstalt fur Wiederaufbau (KfW)

  6. Zafarana 120 MW Wind Power Plant Project, proposed and hosted by Ministry of Electricity & Energy and funded by Danish International Development Agency (DANIDA).

  7. Tourah Plants Fuel Switching Project, proposed, hosted and funded by Suez Cement Company.

  8. "14 MW NG GT-Based Cogeneration, proposed by Al-Sindian Paper Mill Company.

  9. "Onyx Alexandria Landfill Gas Capture and Flaring Project", proposed by Onyx Alexandria for Complementary Services in Waste Treatment.

  10. "Sinai Cement (Gray Plant) Fuel Switching Project", proposed and financed by Sinai Cement, Egyptian Natural Gas Holding Company and Egyptian Natural Gas Company.

  11. Line 3 Greater Cairo Metro Network - Phase 1 & 2 Project, proposed by Ministry of Transport.

  12. Assiut Cement plant Biomasss Fuel Switching Project , proposed and financed by CEMEX Egypt.

  13. Zafarana 85 MW Wind Power Plant Project , proposed by New and Renewable Energy Authority and financed in cooperation with Spanish Government.

  14. Zafarana 80 MW Wind Power Plant Project , proposed by New and Renewable Energy Authority and financed in cooperation with German Government.

  15. Greater Cairo Ring Road Afforestation Project, proposed by Egyptian Environmental Protection Fund.

  16. Nitrous Oxide Emission Reduction in Nitric Acid Unit at Elnasser for Coke and Chemicals Company
